Once I clicked on the Sim with this problem, all of my other Sims' relationship panels would freeze as well. The increase in problems started when one of my Sims' relationship panels looked like this. However, lately I am experiencing a lot more issues, and I think they are related to the nraas mods.
The mods/3 AM reset also helped a lot too. You can do resets from a menu instead and can reset individual Sims, households, lots, or the whole freakin' town (have to click on City Hall or any computer to do the town) You should be running ErrorTrap and Overwatch anyway in order to prevent these little problems from cropping up.
